It was created in Paint Shop Pro 8, but can be realised in other versions.
However, some tool descriptions and locations may vary, but the overall result
should be the same.

You will need the following to complete this tutorial:

Right click on the icon and save to your computer
Download and extract to a file on your computer then
open in your PSP work space and minimise
Plugins
Texturizer
Available here
PSP Designer Studio
Download and extract to your Plugins folder

STEP 1
Open a new canvas 800 x 600 transparent
In the Materials Palette
load Foreground with Black #000000 and Background with Red #C11D14
Flood fill canvas with Foreground colour
STEP 2
Maximise tube SS60.psp
Edit >> Copy
Minimise tube
Edit >> Paste >> Pase as New Layer
Image >> Resize 85%
Resize all layers unchecked
With the Move Tool position so that the top right-hand edge
of the tube is at 100, 400
Layers >> Duplicate
Image >> Mirror
This is what you should have now
STEP 3
In the Layer Palette close Raster 1
Layers >> Merge >> Merge visible
Open Raster 1
STEP 4
In the Layer Palette highlight the Merged Layer
Effects >> Plugins >> Texture >> Texturizer
STEP 5
Layers >> New Raster Layer
With the Selection Tool >> Custom Selection
STEP 6
In the Materials Palette change the Foreground Style to Pattern
Load D_gold fold.jpg
Flood fill selection with the gold pattern
Selections >> Select None
Layers >> Merge >> Merge Visible
Image >> Resize 85%
Resize all layers unchecked
Adjust >> Sharpness >> Sharpen
Effects >> 3D Effects >> Drop Shadow
Repeat Drop Shadow changing the Horizontal and Vertical Offsets to minus 2 (-2)
STEP 7
Layers >> New Raster Layer
Flood fill layer with Background colour Red #C11D14
Effects >> Texturiser
Same settings as in STEP 4
Layers >> Arrange >> Send to Bottom
STEP 8
In the Layer Palette highlight the Merged Layer
Maximise tube anna.br_en_rouge_09_04_10.psp
Edit >> Copy
Minimise tube
Edit >> Paste >> Paste as New Layer
Image >> Resize 85%
Resize all layers unchecked
Adjust >> Sharpness >> Sharpen
With the Move Tool move tube down and to the right
See finished image for placement
Effects >> 3D Effects >> Drop Shadow
Same settings as in STEP 6
Repeat Drop Shadow changing the Horizontal and Vertical Offsets to minus 2 (-2)
STEP 9
Maximise tube Calguisflower619.pspimage
Edit >> Copy
Minimise tube
Edit >> Paste >> Paste as New Layer
Image >> Resize 60%
Resize all layers unchecked
With the Move Tool move tube down to the edge of the image
See finished image for placement
Adjust >> Hue and Saturation >> Colorize
STEP 10
Effects >> Plugins >> Texture >> Texturizer
Same settings as in Step 4
Effects >> 3D Effects >> Drop Shadow
Same settings as in Step 6
Repeat Drop Shadow changing the Horizontal and Vertical Offsets to minus 2 (-2)
STEP 11
In the Materials Palette load D_gold_fold.jpg into the background
Make the Foreground null
Select the Text Tool
Type A Touch Of Red in the dialogue box
Pull out to fit the black strip
Objects >> Align >> Horz. Center in Canvas
Layers >> Duplicate
Layers >> Merge >> Merge All (Flatten)
STEP 12
Image >> Add border
STEP 13
Image >> Add border
Select border with the Magic Wand Tool
Flood fill selected border with Red #C11D14
Effects >> 3D Effects >> Inner Bevel
Selections >> Select None
STEP 14
Add your name and/or watermark
Resize if desired and save as a jpg
