It was created in Paint Shop Pro 8, but can be realised in other versions.
However, some tool descriptions and locations may vary, but the overall result
should be the same.

You will need the following to complete this tutorial:

anna.br_cores_02-12-09 (misted)
yp_wordart_watercolour
yp_patt01

INSTRUCTIONS
Open bgd1_Lesson2
Window >> Duplicate
Minimize original
Working on the duplicate copy
Effects >> Texture Effects >> Mosaic Antique
With the following settings
Click OK
Effects >> Edge Effects >> Enhance
Maximise bgd1_Lesson2
Edit >> Copy >> Edit >> Paste >> Paste As New Layer on your working canvas
Image >> Resize 73%
Resize All Layers unchecked
With the Move Tool re-position as shown below (to the 50 x 50 pixel mark)
Effects >> Edge Effects >> Enhance
Effects >> 3D Effects >> Drop Shadow
with the following settings:
Click OK
Effects >> 3D Effects >> Drop Shadow
Change the Vertical and Horizontal Offsets to -2 (minus 2)
Open anna.br_cores_02-12-09 (misted)
Edit >> Copy >> Edit >> Paste >> Paste As New Layer on your working canvas
Image >> Resize 85%
Resize All layers unchecked
Adjust >> Sharpness >> Sharpen
With the Move Tool re-position on the right of the canvas
See finished tag for placement
Open yp_wordart_watercolour
Edit >> Copy
Edit >> Paste >> Paste As New Layer on your working canvas
With the Move Tool re-position in the bottom left-hand corner
See finished tag for placement
Effects >> 3D Effects >> Drop Shadow
Vertical and Horizontal Offsets = 2
Opacity = 100
Blur = 5.00
Colour = Black
Layers >> Merge >> Merge All (Flatten)
In the Materials Palette change the Style to Pattern and
select yp_patt01
with the following settings:
Click OK
Image >> Add Borders
with the following settings:
Click OK
Image >> Add Borders
Change the pixel size to 25 and the colour to #FFFF40 Yellow
Symmetric checked
With the Magic Wand select the yellow border
Floodfill with the foreground pattern
Keep selected
Effects >> 3D Effects >> Inner Bevel
with the following settings:
Click OK
Selections >> Select None
Image >> Add Borders
Change the pixel size to 2 and the colour to #97B27E Green
Add your name and/or watermark
Resize if desired
Save as a jpg
