It was created in Paint Shop Pro X, but can be realised in other versions.
However, some tool descriptions and locations may vary, but the overall result should be the same.
You will also need Animation Shop.

INSTRUCTIONS

STEP 1

Open a new canvas 800 x 600 transparent background



STEP 2

In the Materials Palette load
Foreground with #D5D5CB Grey and Background with #E7DBC5 Beige
Change Style to Gradient

Select the Flood Fill Tool and floodfill layer with the gradient

STEP 3

Effects >> Plug Ins >> ICI Net Software >> Filters Unlimited

Filters Unlimited

STEP 4

Effects >> Edge Effects >> Enhance
Edit >> Repeat Enhance Edges

STEP 5

Layers >> New Raster Layer
Select the Flood Fill Tool and fill layer with gradient
Image >> Resize 80%
Resize All Layers unchecked

STEP 6

Effects >> Texture Effects >> Blinds

Effects >> 3D Effects >> Drop Shadow

Repeat Drop Shadow changing Vertical and Horizontal Offsets to minus 2 (-2)

STEP 8

Layers >> New Raster Layer
Select the Flood Fill Tool and fill layer with gradient
Effects >> Plug Ins >> Filters Unlimited
Same settings as in STEP 3

Maximise tube 2143-luz-cristina
Edit >> Copy
Minimise tube
Edit >> Paste as New Layer
Layers >> Merge >> Merge Down
Image >> Resize 65%
Resize All Layers unchecked
Adjust >> Sharpness >> Sharpen

STEP 11

Maximise tube SL_GreenPoinsettiaWhiteSnowflakeSabre.png
Edit >> Copy
Minimise tube
Edit >> Paste as New Layer


Select Move Tool and position in top left-hand corner
See finished image for placement

STEP 12

Effects >> Edge Effects >> Enhance
Edit >> Repeat Enhance Edges

This is what you should have now

Edit >> Copy
Minimise tube
Select Move Tool and position tube across the bottom of the image
See finished image for placement

STEP 14

Layers >> New Raster Layer
Select Flood Fill Tool and fill layer with gradient
Layers >> Arrange >> Send to Bottom

Effects >> Plug Ins >> Filters Unlimited

STEP 15

Add your name and/or watermark

NOW TO ANIMATE THE SNOWFLAKE

In the Layer Palette highlight the snowflake layer (Raster 4)

Open Animation Shop

Back to Paint Shop Pro

Over to Animation Shop
Edit >> Paste >> After Current Frame
